Canada Isn’t Just Financing Content. It’s Exporting Voice.

One of the strongest messages at Prime Time by Canadian Media Producers Association (CMPA) came from government and policy leaders: Canada’s screen sector isn’t only an economic engine, it’s cultural infrastructure.

When Marc Miller, the Minister of Canadian Identity and Culture spoke about film and TV, the focus wasn’t just volume of production, but voice: stories that travel, reflect lived experience, and represent the values on a global stage. Content as soft power, not just output.

What was notable was how often this was tied to delivery. Incentives, co-production frameworks and funding only work if productions can operate sustainably under pressure. How work is made shapes whether those values hold.

Policy sets the conditions, but credibility is built in practice.
